I have configured the Twilio SIP trunk for the very first time following the guide shared on the 3CX website but it's not working for me.

SIP trunk connection is red means it's not connected but when I made a test call in Twilio it's ringing on 3CX at my extension!
I am unable to make any call from 3CX using Twilio trunk (Since its not green)

I have already added the IP to the Twilio IP control list and tried with the credentials as well but there is no difference. Any suggestion?

This video may help

I have done the same configuration and it seems to be connected now using the IP based trunk but still I can't make or receive calls using it

Did you try following the 3CX configuration guide for Twilio?
Twilio is IP based so it should always appear as green in 3CX. Also you mentioned that you could receive calls before so is that still the case or are you now unable to do so?
For outbound calls did you create an outbound rule?

What do you mean by this? You are calling from where, a line outside the PBX, and dialing what, your "main" number, or a DID? Ringing your extension means that outside calls are getting through, but not to the correct destination?
