U5 Webclient Panel: non-queue members are shown in the agents list

We are setting up a new customer and have noticed the following problem: in the Webclient Panel view, the bottom list of "Agents" is showing users that are NOT part of any queues.

It should be showing only Queue Agents as far as I know. But it shows them all.

How can we hide the other users from that view but still see them in the Team view?
