Unable to access 3cx through dyndns from anywhere. IP blacklisted.

You dont need to have DynDNS configured on 3CX. If you are using a dynamic IP address on your PBX, the IP gets updated in the DNS entry.

Now, your IP address being blacklisted means you are connecting from an IP that has been blacklisted for some reason and you would need to investigate the reason why.
