Unable to Call Mexico - Forbidden

We cannot call Mexico. I have North America checked in the Settings>Security, and have also called our long distance carrier and enabled calling to Mexico. Apparently Mexico is a high-fraud country and they won't allow it unless you agree to it, so that has been taken care of. I have an outbound rule for international calls and i am able to call Italy - those calls are going through.

HELP!

Set the Logging Level in Troubleshooting -> Activity Log -> Logging to Verbose, then make another call to Mexico and let it fail, then refresh the Activity Log and post the results here, maybe this would give us something to work with.
