Unable to import XML call costs and costs with more than 2 decimal digits

Hello everybody,
I'm trying to set up the call costs for our PBX, even if I can't understand if the value is referred to a minute of conversation or to a single second.

My first attempt has been to upload an XML, but once I upload it using the Import button, nothing happens. Here's are the first rows (it's very long):

Then I've tried to create some costs manually, but if I write more than two decimal digits after the point I get this error:
