On a 192.168.0.xxx lan numbering scheme must the phones be set up on a different scheme like 10.x.x.x. ?

Simple answer - no. The server and phones can be on the same network address range along with the rest of your networking equipment

Where have you seen that ? If your LAN is in range 192.168.0.x then your phones need to be in same range
