Upgrade from v18 to v20 (Departments)

Is this actually a pre-upgrade checklist or a mixture or pre and post.

I can't see how Step 3 can be achieved as Departments don't exist in v18 - am I missing something?

Mixture of pre and post. Step 3 is definitely post.
