Upgrade to v20 (specifically Debian 12) failed due to insufficient memory

I've been attempting to upgrade our lightsail install to v20. Initially I received an error that at least 2 vCPU's were required so I migrated the instance to the 2 vCPU system (basically the same as the 1 vCPU system we had just double vCPU's - no additional cost). Reattempted the install and received the following.

Upgrade to v20 (Debian 12) failed due to insufficient memory

"message": "There is not enough memory. Please make sure there is at least 2GB of memory before upgrading."

Is there any way around this or will I need to again upgrade to the next higher instance, which unfortunately is around twice the price per month.

The minimum hardware specifications for the upgrade are 2CPU and 2Gb RAM. Before you proceed with the upgrade please check the guideline below:

If we upgrade will this be an issue long term? It's a tiny system that is hardly used. More for our legacy 1300 number.

There is no issue however the minimum requirements must be there for the upgrade.

From my research, some people have temporarily succefully upgraded their VM then downgraded it. But I cannot garantee it will work.

Since the hardware specifications are updated accordingly there will be no issue upgrading to V20(specific for this case here).
