upgrading Standard Annual 15.5.15502 (free) on debian 9.11 to 16.x

hi , I have two installations that I manage of 3cx - one at work that is happily on 16.4 (paid for licence) but one in a charity that uses the free tier of 3cx. There is an active licence on it but it does not show any updates available in the 3CX portal just shows as 15.5.15502.6 with a licence that expires in 2022. Multiple checks of update report nothing available and I have tried apt-get update/upgrade from a Linux prompt - but still will not offer an upgrade.

how can I update?

ps the charity one is not connected to the internet normally, I have to connect it manually to get it to refresh licences etc and can get some debian updates via apt-get but not 3cx
 
apt-get update && apt-get upgrade 3cxpbx
