User Administrator Rights, Cannot create another Administrator

Is there a way we can give a user admin rights so they can create other admins for call recording/reports.

Current user has all admin access bar SIP Management but cannot give another user rights for call recordings.

Is this a limitation of a User Admin or have I missed something.

That is correct @JamieLewisIBT, only the global admin can edit other administrator's user rights in terms of the management console rights.
