Using V15 move 3cx to new computer

New to 3cx.I would like to move 3cx V15 to new computer. Is it just a matter of backup and restore or are there other steps? Do I have to release the FQDN at some point?

Should be nothing more than a backup and restore. Presumably the internal and external IPs will not change. If they do or if you have moved the system around more so than what 3CX may think reasonable, the license may not reactivate and you may have to call in and explain.

Make sure that you use the same local IP. If you don't you will have to backup the system without a license and FQDN in order to restore it to the new server. You will also have to re-provision all the phones if they are provisioned via local IP. No need to release the FQDN if you do not wish to change it.
