Excuse me if that has been asked before, but I never cared for emergency numbers, however now, I have to. Also I have not setup many larger 3cx Systems.
Country is Germany, and I have a local number assigned to the 3cx. Numbering scheme has 3 internal digits.

Regarding outgoing calls, I have two basic rules:
Rule1: if called number starts with 0, then dial out trough default trunk
Rule2: if called number length is 4-10, then add local prefix, and dial out default trunk
So, there is no special prefix necessary for dialing out, and, local numbers will be automatically prefixed withe the local number.

What is the best practice for a rule to dial 110 or 112 which are the numbers for an emergency call in Germany?

Easiest way is to create a rule for each, specifying the whole number, 3 digits long, delete none, send out on trunk group of choice. Place the rules at the top of the list (they are read from top to bottom). You can't have a conflict with any extension, or Direct SIP numbers. They can also be entered as emergency numbers in the 3CX settings.
 
add your emergency numbers 110 and 112 to Settings - PABX Settings - Emergency Numbers

You can send an email if someone dials one of these numbers if required.
