V18 - Permissions to modify group permissions

I am trying to delegate permission to our Help Desk staff to have the ability to grant users permissions to specific groups and then set them as a manager in that group. They used to have access, but since they can only grant "User, Receptionist, or Group Administrator." Group Administrator and receptionist is not enough. The help desk reps already have "System Administrator" permissions for the group. How can I give them the ability to grant Manager?

You can assign users Group owner rights, and then they can assign other roles to the users within their group
