V18 windows app deployment

Hi,
Our users don't have admin rights, they can install the app to their localuser profile but it then pops up a window to add windows defender firewall rule - they don't have permission to do this and I can't do it through group policy as variables are not supported.
I can deploy through group policy which installs to c:\program files and also through group policy, I can create a firewall exemption as the path is fixed, however, as most users are working from home, group policy software installations don't work
Is there any way round this? What are the issues if we just use the webclient and not the app?

The webclient still works, you just don't get a separate window dialer nor hotkeys.

The rest is pretty much the same.
