V20 - no way to set phones to SBC when importing users

We are in the process of separating a big shared 3CX into individual 3CX instances for each store. I've exported the extensions for the first store and copied over the corresponding colums to the new import file format in V20, entering Department, role, etc. My issue is not being able to set the non-router phone SBC name in the file and have it actually import the phones along with the users. If I leave the router section blank, it imports the phones as local phones that I then cannot change to use the SBC.

Am I doing something wrong?
