Solved V20 Outbound Rules - Attempting to limit international calling to specific users / extensions

I'm attempting to block most users from been able to call international numbers. Firstly I attempted to create a department called Brisbane Office Int Calling and added all the users that require the ability to make international calls to the Department. This didn't limit the other users from making international calls. I then limited international calling to only one extension 429. This didn't have the desired effect either. I'm running Version 20.0 Update 1 (Build 721 Beta) Please see outbound rule below:

Have you also ensured that the outbound rule is on the top priority on the list?

I moved it to the top, but didn't make a difference. I only have one outbound rule for international calling.

if you set the prefix as 0011,+11 does it block the call?
 
No Same Result
 
Can you please also try and remove the digit length from the rule?
 
Unfortunately has the same outcome. The rule seems to work fine, by dialling out, but not blocking users that are not supposed to have access to international calling.
 
This is because you have also added a Department.
Leave the rule only with prefix and test from the specific extension.
 
Found it went trough on another outbound rule E164. Limited that rule, which resolved the issue
