Yes, it is test environment, but problem is the same in production as well.
Ok, thats infos we need to help. First you need to access your pbx by fqdn. Did the firewallcheck pass?
If I access by FQDN issue is the same. Firewall check is passed
 
And you should check your firewall regarding proxy, ssl inspection and so on.
In test environment we have firewall but without deep inspection. We passed Aplha, Beta 1 and Beta 2 and we blocked now. Otherwise in V18 we did not have any issue with update.
 
Unless the system was modified in some unexpected way, or the 3CX update manifest is being cached by a proxy, you should not really be seeing the older versions.

You can also get help from your 3CX Partner to investigate and see if any critical files were changed.

2 local IP addresses are fine; we are using both of them. We do not use IPv6

This is not an IP replacement by the ISP.
There are two public IPs that keep switching constantly, as if you have two internet connections.

Yes, we have SD-WAN and use both providers.
 
The simplest solution:
Switch to the Cloud,

or back up your PBX, create a new VM, and restore your backup.
Avoid having two local IPs. Start by running your PBX with a single local IP.

Be sure to follow the network configuration recommendations.
I see in the Support Info that the Firewall Checker failed, which is not a good sign.

To configure a policy to ensure that 3CX is not affected by the SD-WAN, you can set up a specific routing or traffic policy on your SD-WAN appliance to bypass SD-WAN for all 3CX-related traffic. Here’s a general approach you can follow:


Ensure that your router configuration follows 3CX's guidelines.

Can we update 3cx using SSH commands?

No, This is not recommended... trying to bypass a problem with manual operations only delays it and allows it to worsen over time.

It is not issue with firewall, because even I disable one ISP provider and firewall check would be passed, issue is the same.
