Voice Mail Duration

Each time an inbound call is sent to voice mail, it records for the full 2 minutes, even if the person just leaves a 15 second message. This ties up our lines and make each message too large for convenient e-mail receipt. Can anyone identify where the setting is that would correct that? I am using a Grandstream 4108 (PSTN Lines). I am not sure if this would be a setting in the Grandstream or the 3cx console.

Most probably, gateway (see analogue line settings) is not properly configured for your PSTN line. As result it doesn't detect "disconnection" of remote party and don't inform PBX about it.
