Voicemail disabled, voicemail available for transfer

I might be missing something, but when we disable voicemail for an extension, the ability to transfer a call to voicemail is still present in the dialer.

The user is wanting to bypass voicemail on 3CX all together and just use his mobile, but frontline staff keep sending to voicemail (we have several locations).

You can't have it both ways, if voicemail is disabled, there is nothing preventing someone to transfer to voicemail. If the user want's to use there cell, then you can forward to there cell in the forward rules or ring mobile at the same time and train the other staff not to transfer to voicemail
 
I'm not trying to have it both ways. It seems obvious if I don't have voicemail then nobody should be able to call, transfer, or interact in any way with my extension voice, only to get a "voicemail has not been enabled for this extension". Since it seems that I'm not missing something (which would have been a shorter reply), then I'll go over to the ideas area.

I've used 3CX for almost 15 years so I understand status and forwarding rules. And while, in general, the rules status/rules are good, they certainly don't cover a lot of scenarios that get a bit complicated and could be improved, but I'm sure it's not high on the development priority list.
