VoIP providers offering a rollover feature?

Does anyone know of a US based provider that offers a RollOver Feature? meaning if I have four VoIP lines and one line is busy, someone calling that line would not hear a busy signal it would just roll over to the next line?

can 3CX handle this?

Caller A calls line 1
caller B calls line 1 same time as caller A
caller B's call rolls over to line 2 so 3CX could still pick up the call.

3CX has no any physical lines, so it is not limited by any number of lines. Except if you specifically tell it to watch busy state of the line. Otherwise it completely relies on PSTN gateway or VoIP provider responses.
If we're talking about outgoing calls, outbound rule is destined to some device (provider) or to any available line. In any case, it has a set of lines that could be uesd for the call. Either all outbound-enabled lines of specific device (provider), or all outbound lines of the system. While placing the call, it selects random line from the set and sends invite to it. If device responded with Busy or other error, it selects next line from the set. Otherwise call is done.
Simultaneous incoming calls to the same line are not limited by 3CX system.
