In 3CX V20, I want to use web client user without adding Email, is it possible?

Put a fake email? No email disables the Webclient.

If you don't add an Email for the Webclient user, it can't be used. How can I get it?

Each extension using the web client needs its own email address.

You can use aliases, or Plus Addressing if on 365/Google/etc.
