Web or Windows Client - Which one can be locked down so user can't change settings?

Several remote virtual assistants will take over answering incoming calls.
I don't want them to have access to Status or other settings, including unjoining a call queue.
Is there a way to block them from changing settings?
Which client is best for locking down, and limiting changes?

This does not have to do with the client but mostly with the rights that an extension have and which access they have.
