Does 3cx WebMeeting support clients connecting from networks where websockets/webrtc is blocked or is use of webrtc an absolute "must have"?

It's a must-have since it was designed on WebRTC just like the Webclient softphone.

Hi,

It's all WebRTC-based so blocking it would make the clients stop working.

Note that your server also needs to talk to the 3CX Webmeeting MCUs in the internet via your HTTPS port, otherwise it won't work.
