What is the Best method to enable a queue manager to manage queue attributes

Regarding 3cx Enterprise version 18.0 update 8 or build 939

I am looking for the best method to enable a queue manager to manage queue attributes such as call forwarding to an external phone number for the entire queue via the phone system webUI.
I do not want that person to have access to any of the other queues on the phone system though. I would not want them to access inbound rules, or have other levels of admin access.

I would prefer the manager to also be able to control what agents are in the queue and who other queue managers are.

There are circumstances when the entire office needs to be forwarded to an external phone number. The only way we have of doing that right now is that the manager submits a support ticket to IT who then modifies the call queue forwarding. This functionality would preferably be handled by the manager themselves. They would love to have a button on a desk phone that does it like *89 or some such custom speed dial.

What methods exist to enable an individual office manager who is not an IT person to be able to manage the attributes of a single call queue, especially "Destination if no answer" attributes, without being a phone system adminstrator?
 
I looked into call flow designer and I do not see a way to use CFD to create a special dial code which could be dialed and would make a change to a call queue. That would be ideal because then there would be a dial code that could be programmed as a BLF custom speed dial on extensions. That button could run the CFD which would modify the call queue to change destination no answer to an external phone number.
I would need a separate dial code to put it back to forward to extension.
