What is the order of precedence - SIP Trunk Route Calls, Inbound Rules DID or CID?

My VOIP provider prefixes Caller ID to note when a call is STIR/SHAKEN Verified, in which case, I want the call to pass through to an extension, otherwise, I want it to go directly to voicemail. So, I setup an Inbound Rules, CID Rule, but the DR assigned to the Trunk grabs the call first. How can the CID Rule evaluate the call first and route appropriately?

BTW, can the CID rule do a negative filter, iow, when the value of the caller id does not start with XYZ, can calls go directly to voicemail?

There are multiple extensions behind my SIP Trunk, so perhaps the CID Rule to check for the Verified code needs to happen right before a call rings an extension, which is after transiting through DR's.

Thoughts? Solutions?
