When internet disconected and restart the server
it does not work
but when you disable the stun
it works normaly

What doesn't work? What does the log show during start-up with no network connection?

no pstn gateway register

the network conected but the internet disconected

Something else is happening if your gateway and phones are not registering. What type of router are you using? What do the 3CX logs show? Is there any sign of a registration attempt?
