Why are there multiple places to set office hours?

It seems like a bad design decision that there are two places to enter office hours and they seem to be disconnected:

Management Console > Settings > Advanced > Language & Office Hours

vs

WebClient > Admin > Office Hours

Altering the values in one is not reflected in the other. Is there any documentation about why I would use one vs the other? The only information Google turns up are people discussing various elements of the Office Hours in the forums but no real documentation.

The web client/admin area is for the group, not the entire PBX. That's the "new way."

Basically, it allows StartUP to have office hours, plus flexibility for an org with multiple groups.
