Why should I upgrade from 16 to 18 when have no plans to move system into Cloud?

Done a few searches on this but can't find an additional feature 18 has that 16 doesn't.

If the installation is on site and there are no connections outside our local network, is there any point upgrading?

3CX has a call home function where it validates your license, and will downgrade the license if it cannot contact the servers.
