The normal practice is to install the Windows 3cx client and import the configuration file.

How do you address multiple people signing into the same computer with their own profile? Can you create the PC as a hotdesk phone and have the staff login with their own ext? or do you configure their own ext with their windows profile as they login?
 
Assuming there's not a physical phone and we're just talking about the Windows client, the settings for the software are unique to each Windows user so if they log in with unique logins they'd each need their own imported config file. While troubleshooting something on my PC I did end up with the same 3CX user logged in under two Windows users which I vaguely recall caused some issues but I don't recall what that was now. But, if the users don't log off and just lock the screen and walk away it would leave all the extensions up.
 
@2020vision the users must not share a common Windows User Account. Everyone must log in to their own account and their personal extension credentials will be saved. This is how you address this.

It should not be a problem if the previous user didn't log out. This will just waste machine resources and leave them logged in and missing calls.
