Windows Client without Internet

Hello - We have been contacted by a government agency that would like to setup 3CX in an isolated network. I'm aware that 3CX requires an internet connection for activation and licensing but do the Windows Clients? Can the Windows client connect directly to the PBX across LAN without ever having an internet connection?

Only the server requires internet access for the reasons you stated

Any local 3cx client (windows / web) do not need internet
