Wrong number evaluation in outbound rules

Hello,
after upgrade to v16 I noticed a strange issue.
In Outboud rules I created a rule that prepend the digit 0 to all number because my operator need it, but dialling the prefix of my town 095xxxxxx (Italy) the call fail.
Loocking in event i read that international (0095) call are not permitted.
With v15.5 it works.
Are there any workaround?

what is the use of that digit 0 , is it because you receive incomplete incoming number from sip provider with first 0 missing ?
Are you sure you always need that 0 ?

So you are dialling local calls with e leading zero, and your outbound rules are also adding a zero (to all calls) giving a 00 prefix? If that is the case, then create a second rule to deal with local calls, (or any call) that does not add a zero if you have already dialled one. Other than that, you will have to check your E164 settings , if used, and how you have restrictions enabled, for certain "international" numbers, that is causing these numbers to be blocked.
