Dial '0' while listening to voicemail greeting

Is it possible to have the system allow the caller to press '0' while listening to any user's voicemail greeting to exit out and go directly to an IVR?

We have it working using '*' by transferring the call to a dummy extension, and forwarding the call to the IVR, but would like it to work with '0' instead.

Some guides mention setting the SIP ID to 0 for the dummy extension, but that doesn't seem to work. Instead, pressing '0' just repeats the VM greeting.

The system is currently on v20 U6.
 
Please note that in the voicemail, there is no option to exit and be transferred to another location, except to the operator's extension by pressing *.

This can also be switched off completely, or callers can be prompted to press * to be transferred to whichever extension is listed under the System > Voicemail configuration under the 'Calls transferred for the transferred from voicemail will be routed here' option. You can then configure those extensions forwarding rules to forward to an IVR if you wish.
