Auto Restore on Fail-Over Systems runs at same time as backup

If you use the Backup/Restore options with the selection of "Hourly" and use the same interval (8,4,2,1 hours) on both the Active and Passive system this will result in restoring the previous backup.

At present 3CX runs the first hourly backup and restore at 00:00 and the next at the set interval periods.

Since the backup takes longer than 0 seconds the restore process doesn't give any time for the current backup to complete.

What we do now for the customer that wants backup/restore every 8 hours is have the restore set to every 8 hours and the backup to every 4 hours. This still isn't ideal as the restore is 4 hours old. While we could have the backup run every 1 hour, the increased work of the Active server including the added cost for the Google Buckets isn't ideal.

The suggestion would be to have a configured "Offset" for the restore in "Minutes" configurable 0-60. Then the restore will start the first hourly restore at 00:00 + Offset Minutes and repeat at the set hourly restore from there.

If the backup takes 30 minutes on average, we can set the offset to 40 minutes (safety margin) to ensure the restore always captures the most recent backup.
