I tried dialing the # after the number but it still takes 30 seconds to connect the number.

I am using Grandstream phones with Linksys SPA 3102

You have 3 routes defined, on 3 different IP's, are you using 3 SPA3102's? One is set for post 5061, that port number might be incorrect.

A call attempt is failing on the first route, timeout, it then moves on to call out on the second route. That is what is taking up the time.

Yes you are correct , I'm having 3 SPA sets connected to 3 lines with 3 IP's.
I'll change the port number and test it again.

Thanks
Chandra

The port number on the FXO portion of the 3102 sometimes gets put in incorrectly, at one end or the other. The 3102 default is port 5060 on the FXS and 5061 on the FXO, but ,3CX wants to use (the default is) 5062 for the FXO. You just have to make sure that the port numbers match up in the trunk datafill and the device.
