3cx and skype sip setup

i am attempting to setup the c3x pbx system to try before i buy, but i am having trouble with both inbound and outbound calls. any extension internally works fine, but i cant call any out side numbers and when you call inbound using my online number you get a busy signal. i setup up skype connect to test the system with. here is the long when i try to make an inbound call

i also noticed that when i called out dialing it as a local number, the log show a 40 connected to the front of the number.

Any suggestions?
