API are available only in the Windows Installation? And What licencense they need?

No, the APIs are available in both Windows or Linux installations.

The Call Control API for example can be used with any license.

The API works in Windows or Linux. In fact, it's used by every 3CX module in both platforms...

The "Windows only" warning is for the instructions on how to build an app, because it says that you need to set the project output to "C:\Program Files\3CX Phone System\Instance1\Bin". That way you can debug your app from Visual Studio running on Windows, when 3CX is running on the same Windows machine. But the API works in both platforms.
