3cx Failover not failing back to active server externally

we tested the failover this morning and it worked. I set the passive system back to passive and on the primary i edited the license. now all external connection outside of the network is pointing to the passive server. its been several hours now and no luck. Please help.

I've heard it does not go back until the "now active but was backup" fails.
I may be wrong.
