Is it necessary to allocate a static IP to the mini PC during Linux ISO install, does it have any advantages?
or most people choose a hostname/computer name and proceed with installation?

but the problem is that an intel nuc comes without an OS, the 3CX ISO is installing the Linux Debian and 3CX so how do I configure a static IP at Step 4 for Linux mini PC install of 3CX

During the install, once you reach the hostname screen, tab to the back button and hit enter. That will take you to the ip setup screen and lets you enter a static ip.

You should also reserve the static IP in your DHCP server as adding it to the NUC does not guarantee that the IP will be reserved for that device.

I can't resist the temptation to jump in here and offer a suggestion. I would always configure my DHCP server to start at some number other than 1 (perhaps 10 or 100) to reserve a range of IP addresses for things like routers, switches, servers, etc. You should never assign a static IP address within the DHCP scope. Therefore, there is no need to reserve the static IP in the DHCP server UNLESS you are doing it simply for documentation purposes.

Now enter a hostname for the computer so you can easily identify it on your network, using the characters 'a' to 'z', numbers '0' to '9' and the '-' character. NOTE: If you need to configure a static IP address, press ESC when asked for the hostname. You will be taken back to configuring the hostname when you have set the IP address of the system. If you don’t want to set a static IP address, enter a host name and select <Continue> to go to Step 6

And I agree with @voiptoys. You absolutely should not assign a static IP inside of your DHCP scope, that's just asking for problems. Either leave it at DHCP with a reservation or assign a static outside of your scope.

@voiptoys & @cobaltit, brilliant suggestion, a bit late for me but I reserved the IP for my mini PC on the router so it should work.
My install kind of went smoothly, the first time over the bootable USB was running on CMD like screen and when finished Debian linux asked for a user name and password, but there was none setup during the setup.
I then rebooted from the USB ISO image and then it worked on the blue screen as on 3CX debian instructions.After setting up the configuration and adding trunks i have removed the USB.
If I lose power to the Intel NUC and it restarts will the debian ask for this user name and password again? is there a generic username and password? and how would i restart the 3CX server?

During the setup the installer will ask for a root password as seen in the setup guide: https://www.3cx.com/docs/manual/installing-debian-linux-pbx/
You will need to use these credentials to access the OS. the 3CX services can be restarted from the management console as well.
