3cx on a cloud going through unifi dream machine yealink t54w not provisioning

So I am unable to get a yealink t54w phone to provision the server is hosted on Azure cloud. I have another location using a different firewall working just fine with no problems with about 45 phones there. What am I missing?

Quick update all other phones are working great I just can not get the yealink t54w phones to provision grrrr
