what is the best way to display a form with the caller's phone number, id called, and any other information available on the CallInfo property when an incoming call is ringing?

Use 3CX windows API to get the values that you want to show from Callinfo object and pass this values to a second app. You need to create a second app for example win forms or wpf and pass the values into that app
