3cx user downgrade gives error

I needed to downgrade my client's 3cx license from 8 sc to 4sc pro. I asked my 3cx distributor and they said to wait until the license expires which it did today. I then wanted to get the new license and they said well since my client was on 18 (i have been staggering the upgrades for the different clients, this one was one of just a small number left i hadnt upgraded) I was told it needs to be upgraded to 20 first. So i bought the 4sc pro license. That is fine but the reason these upgrades have been harder is the specs are higher for 20 then 18, and i cannot do the upgrade on the current hardware. So built a new virtual machine with version 20 and then try to restore the backup it wouldnt work "Product cannot be activated because the license key is of a previous version.", i then read well if you backup without the license data then it will ask for the license. Well it just said invalid license or something like that. I then took a snapshot of the version 18 system, then restored the snapshot to larger hardware, and then successfully upgraded it to 20, and i get a message that says "A networking problem occurred while activating your license key: (Error code: 401)" when trying to replace the key with the new one. I then went to the firewall and it passes. When it try to put the new key in version 18 vm it tells me this key is only for 20. I am running out of ideas.
 
Tell them to go to another product. We don't support downgrade to 4sc
