3CX V12 Installer failing on 2008r2

I have tried removing the app, re-running the wizard and all. I can not get it to create a base config. I have stopped creating tunks in the installer, and making the simplest 1 user minimum I can.

Is there by any chance a pre-existing postgresql installed on this machine ?
or anything listening already on port 5480 tcp ?

No, it was a fresh install. This screenshot came form a bps, I did a local install after this and it went fine. I then tried to restore my new clean database on the vps with the same error. I did some benchmarks and the biggest bottleneck seems to be a gigabit storage access only 108MB a second.
