3cx v15 Win10 Yealink T46S phones (none of them show up)

I keeps seeing this issue on various 3cx systems i manage

Im installing a new system today half a dozen phones on the same lan

Firewall is off
Firewall test passed
T46S Firmware is 66.81.0.70

not one phone is showing up in the list to add in

I tried upgrading firmware to 66.81.0.110
I tried the trusted certificate setting

Please go through the following link explaining the basic steps to troubleshoot multicast not working.

Please note that for the phones to send multicast message they need to be in a factory reset state.
