To answer your first question about authenticating members before allowing them to join a session.

-There is no feature to authenticate participants before allowing them to join a session.
When you create a meeting, only you have access to it. When you invite participants to this meeting using the e-mail option, only they can join this meeting because only they have the meeting link. This meeting link can only be used by 1 person at a time which means while person A is connected using this link, a second person will not be allowed to connect using the same link.
All links generated when sending e-mail invites are unique to each person. Everyone gets a different invitation link.
This IS considered to be the authentication you're looking for. If you are having problems with people sharing their personal meeting links with other people or people having access to each other's e-mails, this is an internal security issue within the company you are in.
To answer your second question in regards to the WebMeeting accounts per user:
2) If you try to access your WebMeeting url on your browser e.g: mycompany.3cx.eu you should see a login panel. If you only see a screen with two buttons on it, it means that by default we've disabled access to the WebMeeting Portal/Management Console and you need to contact our support for us to enable it for you. From here you will be able to create WebMeeting accounts per user and each user will be able to create and edit his own meetings.
