3CX Wordpress Live chat call not working but chat does

When trying to place a call via the 3CX wordpress plugin the call will not go through but a text chat will. I see this error in the log.
There are agents in the queue.

Rejected! Line is 'Busy' because number of simultaneous calls per line Line:90000<<+LiveChat is limited by Administrator

Free license or paid one? 90000 is the WebMeeting bridge, which is odd.
