3cxphone-directory.xml not being generated

I am having problems with our phones not updating external contacts.
I think I've tracked it down to the 3cxphone-directory.xml file in the provisioning folder. It has not been regenerated since April 2020, so contains lots of old info.
I've renamed the file in the hope it would generate a new one but it didn't.

Exactly what service generates this file and what troubleshooting steps do I need to take to get it updating correctly?
