3cxsetuputils can not be loaded

I am trying to install the 3CX - 3.1, and so reaches the 99% appears this message, 3cxsetuputils can not be loaded. Call to Support, someone could help me to solve this problem.

We need some more info: OS, do you have enough hard drive space, firewall, anti-virus program, existing apache web server on the same machine, are you installing as an administrator or with a user account?
Do your event logs have an error message listed?
