Action URL is not provisioned

We are trying to provision Yealink T46S phones and use a custom template with Action URLs but these are not being provisioned to phone, even with factory reset. Any help would be appreciated

If you +config or manually download the config built with your template, is the field filled out?

If no - your template has an issue.

If yes - what happens when you manually apply that xml to the phone?

What happens if you config the phone and export the settings? Is the URL in the correct location compared to the generated/downloaded 3CX XML?

There are not shown in the template when viewed under phones->click on phone->config. The entire action_url section is missing. There isnt an issue with the template.
