Add a mandatory wait time to a queue

Years ago I worked for a telephone banking organisation and they were super efficient in answering the phones 90% of the time.
As the company grew and the call volumes ramped up, customers would start to complain that their call was no longer being answered as soon as they rang in.
The organisation had an SLA of answering calls within 30 seconds so even though they were hitting their SLA's, customers still complained.
What the organisation did is add a 10 second delay to all calls being answered so customer did not get used to it being immediately answered when it wasn't busy.
Some people may not agree with this practice but it worked for them brilliantly.
How could you implement this in 3CX?
 
in Q you already have intro prompt in which you can use wav file as long as you want, you can add wrap up time at your convenience between callers and cherry on the cake, you have QCB feature
isn't it enough ?
 
Just add 20 seconds of ringback tone (or hold music) to the end of the intro recording. Or, list the business hours, address, etc..

Thanks, I was interested to see what methods people would use to implement this as there are a few ways to do it.
