Solved Admin Console in Multi-Tenant Mode

We are going to be deploying a multi-tenant configuration, so to prepare myself, I took my NFR tenant and set the LIMIT_PICKUP_TO_GROUP and MULTICOMPANYMODE to 1. I then saw the Multi Company menu and it was enabled.

I set up a couple of departments with extensions and Shared Parking per https://www.3cx.com/docs/multi-tenant-configuration/

At that point, I wanted to see what the admin console permissions looked like for users within separate companies. However, the Admin menu doesn't open for anyone with a permission level less than System Administrator or System Owner. Is there something else that I need to do be doing?

Did you define a department with extension numbers and added users into that department which are not in any other department on the system?

Thanks Nicholas. Being part of multiple departments was the issue.
